well we have to remember 80% of undertale was gimmicks and setpieces, even the more serious stuff in waterfall didn't have much heavy emotional content. he saved it for the end, and i suspect he's going to continue to do that for the most part, just sprinkling it in here and there as we go.
We're still probably going to get Dreemurr house/Tv show fusion though, nothing saying we're not going to get showered with implications since it's Kris's house here, this is the best chance we'll get to find out stuff about Kris's life with the Dreemurrs

So Ralsei is absolutely going to produce ANOTHER fricking tutorial book in Chapter 3, which might be confiscated by Toriel - It's possible chapter 3 is going to be about elements, so doing this 1. ensures players know they are relevant and 2. Gives Toriel -someone with fire powers in undertale - a spotlight since I wouldn't be suprised if equiping it boosts the amount of Elemental damage she dishes out (NOT her overall strength - JUST the special elemental attacks)
Also there's the "How to Draw Dragons" and "A History of Humans and Monsters" for Toby to play with, which also essentially sets Toriel up nicely - She'll have her default book, a book Ralsei has as a tutorial that he literally just fricking gives her, a Purple Dragon book (susie- related bonuses perhaps) and the Human-Monsters book (Toriel/Kris combos?)

By giving the Tutorial book to Toriel, and playing with the gag of TuToriel for all it's worth (since Toriel is a teacher TuTor-iel is a very possibly joke she might make, and it'd give Toby a reason to throw in a Kids Education Program room for Chapter 3 if he's set on it being random channels)

That depends on toby's definiton of "worse" since, while we know Chapter 3 will probably have a lot of minigames and not be TOO plot-heavy, we don't know how they'll be presented outside of the TV theme.
I don't think Chapter 3 is JUST going to be filler: the episode, since it's the only Dark World where Kris - and Us - can set up scenarios such as: giving the Flowers to Toriel so they're in the houses' bin for Chapter 3 and taking Queen's laptop home with us instead of going to the Dark World so we have Stone Lancer and Queen with us in Chapter 3.

actual examples of him lying? he likes to troll, but i don't think he outright lies very much (chapter 2 was pretty silly and frivolous for the most part) only thing I can think of is him saying the city would be very small, but maybe that just changed at some point in development.
