I don't think it's supposed to be a cape so much as a big baggy coat. Maniacs are clearly positioned along with Super Nerds as otaku stereotypes, so it makes a little more sense that later gens tried pivoting them to a cosplay theme.

I feel like there's a direct correlation between having a good amount of "guys who guy" and the game's quality as a whole. Maybe it has something to do with how detached the modern generations are from the original vision.
Like, you'd never see someone like Brock anymore. Every gym leader in Kalos, Galar, and Paldea has another job outside of being a gym leader.
I think Alola strikes a nice balance with the trial captains/kahunas. Some are clearly fully invested in their roles while others seem to just be having fun or don't really give much of a shit and have better things to do.
