From what I consistently hear is that balance between the classes is so bad that launch will be the first time they'll ever start to test numbers. Pretty much a pre-alpha balance stage.
i want to play dps barb but i'm scared it will just be a pullbot like it was in d3 in any higher tier of gr pushing.
if the meta settles to just dashing around and pulling stuff into a small circle where you then have a dps or two aoe inside with a supp spamming buffs i'll kill myself in front of blizz hq by hanging myself.

The issue is even games where the math is obtuse or hidden (like Warzone for example doesn't quantify dmg per bullet, reload time, recoil) people will sit in a private match and figure out exactly how much dmg, reload, recoil happens.
A game like Diablo with stats is even easier to meta because the stats themselves are the math.
So honestly you can blame 1 single thing on metahomosexualry.
The boomer/GenX push on millennials to go to college and the hardcore pro-STEM anti-Liberal Arts push millennials were under.
So instead of artful, expressive visions we have calculated ideals.

You might dedicate yourself to a class you love and you're good at it, and the first week of a new meta tuning pass you might say >wow this new meta is just like the old meta I'm doing great
But then the rerollers skills improve, the math is on their side, and the next week you're seeing a much different view
This is why Fun and Utility of lower-math needs to be higher to compensate the glass cannons that just want to roll (and reroll) their face and do damage.
Every single "new patch" in any game is always filled with optimism in the community. They see previous FOTM nerfed slightly, maybe their meta gun or build is buffed a bit, some really bad specs are buffed, utility is changed. For about 9 days that hope holds until, guess what? Somebody crunches the math, disseminates the information for monetized youtube clicks, everybody hops on the new FOTM, and we enter a new era of "NEW GUN OP, THIS IS WORSE THAN WHEN XYZ GUN WAS OP"
So until the math itself is broken and we develop a hardcore focus on Utility which is easier to implement, and Fun which is harder but still conceivable, there will always be FOTM rerolling builds that are played by the majority.
