Wrong PC had the best sim games, as for arcade there was solid stuff like Screamer, Carmaggedon, Network Q Rac Rally, NFS series, Trackmania, Flatout, Rallisport Challenge etc
The Shutoko battle series (TXR) had an online PC version at one point, and I think there's a discord out there you can join or something to race around highways on a private server.
Personally I just stick to emulation. The FFB arcade plugin works on plenty of arcade titles, you can play everything from Virtua Racing/Rage Racer to modern Initial D releases. PS2 emulation is decent enough and you can use any wheel you want on it, unlike the actual console. Teknoparrot offers LAN support in a bunch of titles, so if you've got a buddy you can go head to head.
Personally I tend to prefer arcade style racing in actual sims. The SRP map for AC has plenty of servers, and you can live out your fantasy of being a weeb in the tuner era with 40 other people online.
