Blastoise's animations in SV are based off of Stadium's which were reused for Colosseum.
Thing I liked that Stadium did that Colosseum dropped was giving its shell opening up its own sound effects. Gave Blastoise an even better sense of heft to its movements:

In my headcanon, if I were to redesign how solarbeam looks like, I would make it look like a miniature spirit bomb forming from wherever the pokemon shoots it from. (For venusaur it would be on top of his tree) from there the beam shoots from the ball.
Inspiration came from zoids if anyone here watched it. Kinda how the charged particle cannon looked like when it was charging. Itll be cool to see a pokemon like sceptile to take this stance, watch it absorb sunlight and fire like how zoids did it
