pavement has been around as long as humans have, even in very simple rudimentary forms such as gravel are incredibly easy to produce, Romans built roads in 600 B.C. and the oldest roads still in use are Roman ones from 300 B.C., its not like we haven't figured this shit out

Every city here looks like Megaton or Diamond City or trying to have some nonsensical, quirky theme attached to it like the cowboy place. Its Little Lamplight all over again. Do these people even think about cohesion or logic for their worldbuilding? People have FTL travel but still build shantytowns with trash and holes in the roof?

Shantytowns actually kinda of make some sense, the core inner worlds are going to be well protected, so they can afford to look nice and clean.
But on the edges, on the frontier, most cities will be ghettos full of poorgays that failed to earn a place in the more defended core worlds, and with piracy being a problem, no one is going to be building nice and sleek cities just to attract pirates, really who is going to pay to build and maintain anything super nice, the poorgays who hate government, taxes and are barely surviving?
People don't live in the frontier because they like being raped by pirates, they live there because they have no other choice. And anyone who can will be living in their own ships, hydroponics and water reclamation systems to care of food and water, solar panels for free energy.

It's worse - just four citities. I think they're Atlantis, Akila, Cydonia and Neon. But apparently each of these cities are really big, and I think I'd rather three big and stylistically distinct cities over a dozen Skyrim sized cities. Akila and Cydonia kind of look like shit to me though.
If it turns out that the three cities are basically the size of Solitude and Atlantis turns out to be big comparable to the Imperial City then I'll be really disappointed.
They'll just sell more cities as DLC.

the problem is paved roads and streets NEEDS extra infrastructure to function properly
whereas dirt just need to be dug up and filled in with new dirt when the old dirt gets too gross.
