Peaked with San Andreas. 4 was decent fun but it took a massive step backwards from SA in most aspects and felt pretty limited. Everything after that was just terrible, not that I think most of these games are all that great anyway but San Andreas still holds up and can be a lot of fun.
San Andreas feels like it was the start of shit going wrong. The map was certainly nice, but the story took a more serious turn, and things have only been going downhill since then. They take themselves far too seriously these days.

If you mean the setting—yes
If you mean the gameplay… There's just not much to do in VC. Yeah sure, the missions are pretty interesting, and you could collect stuff. But beyond that, hanging around town gets boring quick. The only thing that it has is the setting.

Sandbox genre is literally "entertain yourself with whatever stuff deadlines and tech progress allowed us to add at the moment". It's usually not that much.

went from some semi obscure PC games that not many played (i had the PS1 port at least) to the literal biggest name in vidya overnight with 3, and then kept it going for two more full games all on the same system
depends on if you liked the vibe of 00s NYC, 80s miami, or 90s LA really
games all played more or less the same, and while gfx did improve from 3 -> VC -> SA it wasnt substantial enough to make a difference. i can definitely say as a kid 3 was my favorite one to play through. but i think SA is the most refined game, while VC had the best cheatcodes

SA was too bloated for its own good. It's impressive R* could fit all they did, but large sections of the game drag on, and mission quality is extremely uneven. It's also when the writing became completely childish, and mission structure became rigid.
4 was when R* stopped making games and started making "experiences" which is still a design philosophy that's stagnating games to this day.
3 was perfect. I still consider it the best game ever
