no she isn't. she has a gigantic moveset with several tricks to them to combat rollspamming, high damage, high speed, the 3rd highest HP in the game, and also breaks several game rules in ways no other boss does.
of course you can do very specific one-shot builds against her, use summons or just cheap night sorceries but so can you against every other boss so where exactly is your point of reference to judge if she is a challenge or not?
