I'd say that only applies within a generation.
There's no reason to rule out the possibility of fourth-stage evolutions in a future generation. Gamefreak has shown not just a willignness but a desire to break patterns.
This can be handwaved away with Flapple and Appletun having Gmax forms while Dipplin and its evo don’t. No one cares about Gmax but that’d be gamefreak’s logic

this is the same DLC where they’re allegedly introducing tera forms for specific mons
so when Kieran terastallizes his Dipplin at the end of his fight (as all important trainers do) it’ll likely have a new tera form so it doesn’t seem like such a weak mon
problem solved, it doesn’t evolve it just has a tera form (which also puts it in line with Flapple/Appletun, which had g-max forms)
