San Andreas already went into "realism" route where every action takes forever compared to Vice City (compare how long does it take to open a door and get into a car), more than half of the cars are shit to drive and has too much superfluous shit, like girlfriends, working out, fighting styles, etc. Vice City suffers from half of the map being an empty beach, San Andreas suffers from half of the map being Badlands and Desert.
But the gameplay of GTA games, especially the PS2 era ones, is so poor that all of the atmospheric content is a huge part of it. It's therefore perfectly reasonable to consider Vice City the better GTA game if you prefer the setting and atmosphere over SA's customization and more entertaining characters.

Literally everyone says that PS2 versions were bad conversions where second stick did almost nothing and framerate was worse than PSP versions. I have no expirience with them, I've tried VCS on PSP, it had awful loading times so instead i played it on PPSSPP. I wish we got decomp of it like what happened with reLCS, too bad T2 are giant c**ts.
Lol I never played them on console and instead tested them with PCSX2 and PPSSPP. Later I just went through with PCSX2 because of better graphics and more content.
