A dynamic soundtrack can greatly enhance a game. In Jak and Daxter, when you visit specific parts of the map, instruments will be added or removed based on what characters or obstacles are around you. Normally, the OST is turned down, but when you turn it up it makes the whole experience feel very whimsical. It works in a way that a generic audio file can't.
Like what said, a good soundtrack can complement the scene well enough that people become associate the track itself with that experience. Music that might not mean much to someone who hasn't experienced that can elicit a lot of emotion in someone who has.

A game with a great soundtrack along with good sound directing will very easily make you actually feel something when you're playing it as a complement to the gameplay or whatever's happening on the screen. From the sound of things you're just going straight to looking up acclaimed OST pieces on Youtube and giving the songs a listen with zero context on what the songs represent. You're not going to understand jackshit that way. When someone tells you a game has a great OST you need to actually play the fricking video game but Ganker doesn't play video games.
Soundtrack is important but I feel people praise every mediocre piece to high heavens because they've never heard orchestral music.

I think if a soundtrack is bad its fine, but a good ost can really enhance the game my favorite example is risk of rain 2.
I would say that it's the most important non-gameplay related aspect of a game. The story can be as shitty as it wants, the game can look like it was made for the PS1, but a good soundtrack makes things more exciting. Listening your own music simply doesn't have the same impact as getting to a new area in an RPG and finding out that the battle music for it is incredible.

The only reason sonic games, 3D in particular, are remembered to this day is mainly because of the soundtracks.
Soundtrack is what injects emotion into a game, so it's fairly important, yeah.
Undertale/Deltarune are pretty much case studies of this. If you played those game on mute, or replaced their soundtracks with royalty-free music, they'd actually be incredibly mediocre and forgettable. They need the soundtrack to get the intended emotions across and weave connections between the player and everything else.
It's not a crutch, it's just how you do things.

A bad soundtrack makes a bigger difference than a good soundtrack does. A great soundtrack cannot carry a bad game but a bad soundtrack/sound in general can absolutely ruin an otherwise good game.
In terms of creating an atmosphere, it is absolutely critical and arguably as important as the art direction. The concept of people playing their own music over a game or muting it is basically foreign to me.
