Shit comes down to the game and/or tournament to enforce SOCD clearing properly and the like. If the game was not made for you to be able to hold two directions simultaneously then it needs to not accept that inputs or clear them out. Assuming all that is happening then no, its not an unfair advantage but without it, perhaps.
The issue is that they're only unfair if the game allows those inputs which, in any either modern emulator (ie many of those with GGPO rollback like Fightcade etc) or a new stand alone title, should not. Any modern game should have multiple checks for SOCD and even if a "strange" input comes in, it should drop it, take the latest or whatever. Its much like how a modern competitive shooter doesn't allow people to turn on noclip/god mode/see through walls like someone playing a doom or quake in the 90s would do.
Overall it really comes down to a relatively small bit of performance in certain situations in certain games, as pad and lever players are still doing well in tournaments against all-button layout users, but to keep the amount of online frickery to a minimum with lower levels of play , the games should be programmed well.
