Being able to admit the mistakes of your youth is also a part of aging, which is why the change is necessary. The transition in design philosophy that occurred during the PS1/N64 generation is a logical cutoff point. Everything beyond that starts to follow a more streamlined design. Even graphics start to all look similar past the PS2. Using a time based criteria means you end up in a situation where retro games look and play like modern games and vise versa and the distinction no longer has any meaning. At that point is more useful to just say how old the game is or what console it was for. Once VR or something significantly different takes over that actually stands out from modern games, then we can start calling ps2-4 new retro and the original retro can be retro classic.

The definition of retro changes, but only as fast as what is contemporary changes. When something is noticeably different from standard solely due to its age, it's retro.
20 years ago, the Sega Genesis would've been obviously retro in spite of being only 10 years old. Because the games you could play on a modern console would absolutely not have been possible to make, not technically nor in game design terms.
But now, a 15 year old console has nothing to DEFINITIVELY distinguish its games from a console made this year. No genres were figured out between generations, no ubiquitous new mechanics were invented making use of better technology, the visuals might not even be much better now, we just got gimmicks that nobody else will ever iterate on.
Of course, that's not entirely true. Over time, infinitesimally small changes in the overall "cadence" of the games industry will represent themselves as changes to what is contemporary, thus slowly shuffling the definition of retro forward. The rise of trends like survival with crafting and open world can be used to measure the passage of time on a cultural level, in this respect.
For a practical example, the PS2 is retro, but it only became retro in the past five or six years, since it was so closely followed up by an era of absolute design stagnation.

Old vidya/consoles aren't retro, they are classics. That's the proper age-dependent term. Meanwhile, a retro console per the proper definition would be those sprite era based mini-consoles that shipped with a selection of classic games already on them. In a way that moronic Amiico thing would've also qualified due to its look and functions. Sprite games made todat are also retro since sprite graphics are for the most part out of style in the industry. Same goes for intentionally low poly with dithering.
But is the PS4 a classic console? Some of the games on it are considered classics by now, but I wouldn't say the console itself is yet given how it's still receiving backports and is the primary choice for a lot of players who couldn't get a PS5 yet or didn't because the PS5 doesn't have games. Meanwhile, mainstream and especially AAA games have changed very little since the 7th gen. At some point a 7th or 8th gen game may be seen as a retro thing to replicate but we aren't at that point yet.

The PS4, XBONE, and Wii U are not retro consoles because all of these consoles were made between 2012 and 2013 - 10/11 years ago.
The 360/PS3/Wii are now retro because they were released in 2005/6 - some 17/18 years ago and are 2 console generations behind.

The length it takes for something to become retro changes depending on how long things stay contemporary.
If you went back to 2001, walked into a games store, and called the Genesis retro, nobody would bat an eye. Even though it was only 10 years old at the time. Because in 2001, modern games were still changing rapidly, even if the forms they'd take by the end of the console generation would be their rough forms for decades to come.
But the fricking Xbox 360 didn't become retro in the 2010s. It's still not retro. Because the way games were designed on the 360, at least by the end of its lifespan, is pretty much identical to the way those same genres of games would be designed now.

I remember seeing NFL 2K Dreamcast gameplay up on a TV above the check out counter at KB Toys when I was 12 and initially confused it for a real NFL game on TV. That was probably the first time for me that I was in awe of a game's graphics. The capacity for realism went from flat 2D sprites with countable pixels and beep boop music to a believable realistic aesthetic in like 2 years. For me that's where I draw the line for retro/modern
