Because the movement and controls are slow and janky even compared to the 1996 RE1, which is the base line not only should ALL RE-games be always compared to, but double so if shill-gays like (You) try to push RE7 as the faux "return to da roots!" game you advertized it as.
It's slow as hell because otherwise, VR would cause motion sickness. Sadly 3/4 of the platforms it was released on do NOT have a VR support or mode at all.
Second, the map design is linear and cramped as frick, and enemy variety pathetic.
To make it worse, every door is a goddamn auto-save checkpoint, negating any risk and penalty. As if unlimited manual saves wouldn't had been bad enough.

Literally was an unlockable bonus mode during the launch, for an entire year.
Not to mention a RE game with unlimited saves + auto-saves = not RE game.

Frick off, I played on the sega game gear entire games without saves. It wasn't fun or challenging it was just miserable and done to artificially lengthen the game.
I would say it was goofy just aware of the B movie tone it was trying to replicate. And yes I do miss that compared to the remakes and newer games attempting gritty realism.
It's interesting that Resident Evil moved away from the B-movie feel, while House of the Dead is still riding it. Both started in 1996 with games that are almost identical plot wise.
Old PS1 games had long boxes like the one in OPs pic. As for what's happening, this is what was known as "production value" back in the 90's when vidya wasn't a multi-billion dollar industry.
It wasn't intentionally goofy. It's stupid but takes itself 100% seriously. It's camp. Dead Rising 1 has this tone too and it's part of the many reasons why it's great while the Blue Castle games are fricking awful.

I remember reading an article where they tracked down the guy who did the VA lines for Enrico in the original RE1 and he didn't even remember doing it. Like, they just pulled him in and said "read this" and that was that. It's funny how amateurish some older games are in the VA department, but unironically I think that's what gives some of these games the unquantifiable "SOUL" that is referred to around here.
for anyone who still enjoys the campy old lore over the revisionist lore from the remakes should check out the CGI movies. sure they are not masterpieces but they have the spirit of what makes RE what it is. just watched Death Island a few week ago and i love how they used miniature sets and monsters with CGI actors placed in.

When people talk about video games being cheesy, they weren't cheesy on purpose. The writers and developers really were trying. But there were very few solid voice actors willing to lend their talent to video games nor were there many video games that could convey that level of talent. If you took today's technology and know how and transported them back to 1995 when RE1 was being made, it'd probably come out similar in tone to modern RE games.

The intro FMV in the Western versions of the game is extremely goofy and it helped to shape perception of the series.
