Well yeah Fairy type made sense in general because Pokemon like Jigglypuff and Clefairy didn't really fit in with what you'd usually classify as a normal type Pokemon, especially in the Kanto days.

Rock types are hard and inaccurate. Ground-type is the good version and gets things like dirt and sand.

I feel fairy type was not just to nerf dragon but to also just rebrand a lot of normal types to be more viable aka clafairy, jigglypuff,etc.

The real type we need is Fish type. We have too many Water types. Change all the fish-based ones into Fish type. Problem solved.
