Plus Minus was always an underpowered ability. It needed to boost all stats, and significantly.
They also have a bad movepool, which is worse than their stats.
hey were the only ones with that ability until gen 5, so like nearly a decade of being useless. Gamefreak could have made the ability actually good at any point and decided not to.
Plusle and Minun have the privilege of being extremely pathetic shitmons when they're not specifically paired with each other, where they use Rain Dance and then spam Helping Hand-boosted Thunder. In Singles they're complete trash. And RSE have only a handful of Doubles, so you'd need to go to like Mt. Battle to get full use out of them.
