The game would've been better if they had fully developed the Legion part. There's almost no upside to joining them.

Raul, he’s from Arizona and says there was a notable difference between how shitty life was there before the Legion took over vs. life after. It’s why he’s actually pretty chill with the Courier for going Legion, unlike basically everyone else.
Veronica only cares because the Legion want's to destroy the brotherhood, everyone else just starts screeching.
From what little we know he was a different character to what we got. Avellone only decided to use him for the DLCs by the end of Dead Money.

That’s actually not too far off from Ulysses in LR (a Frumentarri that helped find the Dam, super into symbolism, different vests/dusters for what faction you are in etc)
He was also only cut because they simply recorded so much shit for him they couldn't fit it on the disk, and they decided it was too late in development to trim it down.

He mentioned on the somthing awful forums that Cass (the companion with the most dialogue nodes in the actual game) has 615 nodes while Ulysses was around 1500. Avellone simply just overdid it and by the time they realized they couldn't fit him on the fricking disc.

Avellone wrote him as the fricking main character it sounds like.
It’s more likely that he had a bunch of extra dialogue because his companion quest involved potentially changing his allegiance to what ever the players was, so then he felt like he had to write a “House Ulysses”, “NCR Ulysses”, and a “Wild Card Ulysses.”
It’s kind of hard to imagine a Ulysses ever being happy with a Courier going Wild Card though. In Lonesome Road, you can’t even talk him down if you are doing Independent, because he just says you believe in nothing and doesn’t want to hear any excuses.
I doubt that, Avellone just likes to ramble. Sometimes the rambling is good, sometimes it isn't.

The more I learn about Avellone the more I realize he needs someone with a moron stick to batter him. He has good ideas but he clearly gets so wrapped up in them and never stops that half of it needs to be scrapped because he can't stop himself.
Avellone has two modes:

Why the frick Isnt Avellone being rung down with job offers to write companion NPCs for games. His always stand head and shoulders above anything else and integrate into the world and factions: Playing through PoE1 and having everyone be a quirky class archtype while Durance is an endless barrage of theologism and punishment like Im reading Dostoevsky.
Because Ulysses was dogshit and Cass and Durance are just okay.
Did you miss his cancellation arc? Dying Light 2's story is trash because they decided to throw him and everything he contributed away. And you know how real life NPCs think, it doesn't matter that the allegations were proven to be fake, shit like that sticks.

They give you more resources than any other faction.
Legion gives you stealth boys, NCR has the best vendors (and most quests)
You can access these vendors through disguises and can still keep your reputation with the NCR high if you decide to do their quests that don't go against the Legion.

NCR won't turn permanently hostile until you fail Don't Tread On The Bear and get labelled a terrorist. This only happens after Render Unto Ceaser (White Gloves) or killing Colonel Moore.
All those quests and vendors are still available until then even at Villified, assuming you didn't accidentally gun them down. You just need to wait for the NPCs to drop aggro and you can do Three Card Bounty after slaughtering 90% of the troopers in McCarran.
