I didn't remake this myself. It's from an old internet game called ARFENHOUSE 2 that used a bunch of songs from more popular RPGs like final fantasy in this midi-ish format.
Now, arfenhouse was 25 years ago so I'm not going to find anyone who had anything to do with that game.
None of the other songs in that game were original and considering the circumstances its highly unlikely that it is an original composition

are you sure you're looking in the right place? this doesn't sound like it's from a video game aside from being midi, this sounds more like it's a midi version of a pop song.
the main telltale sign being the xylophone in it is probably a replacement for the vocals of the original song.
if it's from 1999 or before it could be from one of those anime FMV intros PS1 rpgs used to have with actual songs in them, I'd imagine if it was that someone here would have guessed it already though
You know, that is a possibility. It just seems unlikely to me because almost all the other tracks are from videogames.

Why don't you try contacting Arfenhouse creators? They might be old, but they're not dead.
I only ever saw one of the creators active several years ago, and I don't think that person was involved when the original games were made.
