Quality modes keeps a consistant 30 FPS at "4k".
Performance mode is mostly 60 fps but every now and then dips into the 30s in some of the cities.
It will run like absolute shit on PC.

For what it's worth this isn't like Jedi Survivor where it runs at 30 FPS on Quality but is so fricking blurry you can't tell what's happening, or where it runs at 35 fps on Performance and it's even more blurry.
Whether you have it on Quality or Performance the game looks sharp. Motion blur kicks in like a motherfricker if you spin the camera around to quickly though.
I generally hate 30 FPS and hate that 30 FPS is becoming the new standard, again, but I've been switching back and forth between Quality and Performance during my playthrough. Anytime you're in an area where you're actually going to do combat, throw it on Performance and it'll maintain a solid 60. Anytime else throw it on Quality becuase you're only going to be walking for about 30 seconds before you hit a 5+ minute long cutscene anyway.

And then continues to get better another hour or so after that.
And then continues to get better and better every couple of hours for the next 30 hours until you get to the end of the game and you're basically doing KOF13 trials with your combos.
I'd say the game constantly gets better than BAM filler in the main story for an hour. If you just skip all the "well this dosen't seem important" shit in the main story to manually fix the pacing, the game feels much better

You adjust to 30 FPS in 15 minutes at most, so no. The PC port will be absolutely atrocious, just like 7R. The game is so good looking at times that it looks prerendered. All the city cutscenes look like something straight out of a CG movie.

7r port runs on a SteamDeck so I’m skeptical it runs badly on way more powerful PCs.

It runs fine because its using decade old FF14 assets
If you consider running at 30fps "running well" then it does. Performance mode is only 60fps during fights but is solid 60fps. Outside of fights it runs between 30-40fps but somehow there isn't much screen tear even without VRR.

I ran the game on a 1440p montior but all of my screenshots are in 4k, so I think it just downscaled it for me
the game on quality was unplayable, I had to play on performance and even then it'd constantly chug for most of the game
most boss fights were smooth though, except the primal phases

I found no problem with it, then again I still play games on my PS3 and am accustomed to shaky framerate.
