Swimsuit Kana is one of the launch URs and you can easily get her out of the tutorial reroll gacha guaranteed.
There's clients for both PC and phones. The PC version is through DMM and their launcher, but there's many cases of people not being able to get it to work on their potato graphics. Phone versions can also be a bit crashy depending on your RAM.
I don't know of any pastebin or starter resources in English. I just refer to the jwiki for most things. You can run it through a translator if you have to.

Matching element bonus is only 10% or something, so just go for whatever stat sticks you have leveled. Atk and crit damage/rate for attackers, defense and hp for defenders.

Unless you're using the strategy of putting an extra break type defense gunner on the attack machine as your damage dealer, no. Their role is usually to buff and break shield, so they won't be doing much damage in the first place.
I would've picked SR Helly for buff/debuffs and correct guns. Weird choice with Kana being the wrong element unless you plan on having Hiori being the main damage dealer.

It sucks for disruption because it only stops 1* cards. It's mostly there for damage bonus.

I'd say save until the next banner since you already got Schnee. It looks like you could use some better defenders, which should be coming up. You can use SR/R defenders in the meantime, but it does take a lot of investment.
The event after 2nd part of the current event most likely gonna be wind advantage and since you got UR Wave and 2 UR Wind, you can save your jims.
But you'll probably want to roll for some units after the Wind advantage event if you want to clear event very hard stage
You're going to want to eventually just because you want some elemental coverage even with some SRs and SSRs.
But playing for your favorites is probably recommended once you make it past that point of elemental coverage necessity.

I've found that it's more likely to go through if you've played a normal battle immediately before trying the tournament. Kinda unlikely since everything else lets you use skips.

By number of actions, they mean the total amount of turns taken between you and the boss (before you deplete their health).
Beating the boss itself isn't hard, but the challenge is grinding out the score for rewards. I winged it and got around 21m in one battle of VH.

I just finished Very Hard, I had 3 winds and 1 gear Yuri on the damage. The boss attacks like once a turn but takes like 8 shield points from you. It charges its SP like every 2-3 attacks.
But I think SSR Minami with her upgraded SP skill did the most

The 5 boss memories make easy stat sticks if you've been at it for a while. Not sure if the main memory skill on the rider affects the gunner unless it specifically says it's for the pair like the UR crit damage memories.
I happened to luckshit into the meta in 30 rolls, but SSR Michiru and SSR Otsuki can produce similar results if you don't care for the crit damage buff. Keep in mind that while China Iruka and Michiru have OP utility, they have unusually low shield count for defenders.
I actually had the memory you have on Hiori on the Attack Gunner's sub memories, I have it fully MLB'd

I tried max welfare Yuri instead of sp4 SSR Kiri and it just did not work out. Yuri doesn't have an additional damage multiplier on her SP on break/crit/etc, doesn't benefit from her support passive if she's paired with Hiori, and tends to cause a delay in getting the initial kill on the boss because of the low damage on her normal cards.
I doubt my SP1 SSR Kiri can outdamage but I've got so far.

I don't think it's that bad if you had a team prepped based on the preview tweets. Once you've registered a decent high score, they throw enough refills at you to blast through a good chunk of the rewards. Don't know if they carry over for the next time they run the event, but they should. Once you've cleaned out the welfare mats, tickets, and other exclusive stuff like poses, you're home free and everything else is just extra.

First problem is getting Michiru enough cards at the beginning for her SP before the boss gets a 3rd turn and you just explode, then getting lucky enough that Iruka draws 5 of her def debuffs to link before the battle's over.

Yes, especially since SSR Utae doesn't have a support skill that requires a gear pair. The element of your attack relies entirely on card of the individual character, with the strength determined by the combined stats contributed to the machine as a whole. Unless you're using your rider's SP to get the record damage, they don't need to be the right element. UR NY Hiori would've been better since she has a better kit, correct guns, and higher stats.
Yes, Succ Yume would be ideal. If you have her at sp2, she can cap out the stacks more consistently if she's your only def debuffer. UR Winter Veena is also a decent alternative.

Pair crit damage on over 70% hp is meta for the octopus though. Not sure if it's because it's multiplicative with attack ups or it's applied twice or something.
+attack% on SP skill is not that great. Memories that work on break are easier to use, or sometimes status effect depending on the multiplier. Most other conditional attack boosts pale in comparison since you'll be doing most of your damage on break anyway.
As for stat sticks, look out for memories with good combinations like atk/crit, hp/def. Oddballs with a mix like atk/hp and atk/def are not ideal. Hp recovery is kind of a dump stat, but they're sometimes stuck on regen memories which are top tier. I can't think of a good use for defense skill memories when regen memories exist.
The +SP at the start of battle ones are pretty bad
