The planets clearly have large bodies of water visible in the systems menu so unless they;re just straight up misleading us there is water. That said, the fact that they haven't shown a singular clip of underwater gameplay or shown any aquatic creatures is disappointing but not surprising. They would definitely show something like that if they existed.
If they exist, the rivers will be sea level, we're unlikely to see winding rivers coming down from mountains or waterfalls except for the handcrafted ones at New Atlantis and perhaps some handful of other spots.

No Man's Sky does not have ship construction, boarding enemy ships, talking to ships in space, investigation, or anything more than a barebones story. Space piracy is limited to shooting at freighters to suck up their gibs, not true piracy using threats to gain access to loot.
No rivers because you can't really make a genuine river that follows a slope and changes altitude in a game unless it's a whole handcrafted thing. Not sure if there even is one like that since water in most games is a flat plane. Like in Skyrim they're separated with waterfalls.
Star Citizen already has planet-sized river formation tools that they spent like 2 summers working on and fricking around with; each river in the game can be followed along its natural path, inclines, deltas and mouths at the ends, etc. etc.
It's just a little bit too hard for consoles to deal with, we need to keep things console-friendly you see.
