    The PC version is pretty fricked and requires a few fixes to get up to par; cap your FPS/refresh rate in your graphic card settings for one thing and also install the OutRun 2 FXT mod for proper controller support. If all else fails after that just play the PS2 version.

    Download a repack with fixes already applied and follow the readme. Use Rivatuner to limit your framerate to 60 or run it at 60Hz with Vsync. It should work fine after that.

      I literally told you how to get it working. Download the one from Magipack and follow the readme. Use Rivatuner instead of your GPU control panel. It takes 10 minutes if that.

        already tried all of that
        I'm not the only one with this issue
        even the creator of the FXT mod said limiting the fps and setting the compatibility mode to XP helps, but doesn't completely remove the issue
        it's just random, sometimes I can play for 15+ minutes with no problems and then it starts randomly speeding up out of nowhere
