You can look at the supposed roster and see that some people are getting cut from the base game. You even acknowledged this yourself. Now whether or not the cut characters make it as DLC is anyone's guess, but I don't trust Bamco as far as I can throw them.

What's the excuse not to include a roster of 300+ characters from every conceivable episode of db, z, gt, super, dr.slump, and maybe even sandland and dragon quest (or eveything akira toriyama has made)? 3D models are so easy to make and animate with the graphics most DBZ games use, and they'd have an army of free interns making the game for them. Literally ask fans to submit models and animations according to a standards sheet, have them sign a waiver so they lose all rights to them, then add a name in the credits; maybe the top 10 contributors could get a free trip to visit the studio in Japan. It would also add a ridiculous amount of publicity to the game.
You don't NEED a dedicated story or quest for all the characters. Maybe create a coin machine like super smash bros where you earn coins from playing the game, then buy capsules that can contain either equippable items, extra songs from the ost, new stages, characters, skin, recolors, etc. Hell, you could even randomly receive episodes of the shows to watch directly through a movie player in game! So people can actually sit and play the game for 100s and 100s of hours without fully unlocking it all. It' the way games USED to be, except they were limited with space on cartridges and discs. We have ZERO limitations now and there's no excuse not to release the indisputably greatest fighting game of ALL TIME! Jam stuff cram packed with more content than you could complete in even a full of month of NEET life.

Copypasted characters with slight differences is not necessarily a bad thing, so long as it's factored into the game design or not used to deceive people about the actual content of the game. For a vaguely similar example in Code of Princess 80% of the playable roster is just copypasted enemy sprites with significantly worse movesets than the major characters overall, but it's still fun to run around and play as them.
