It's honestly not that weird at all. The reason why Goku has less is because all of his dumb transformations are relegated to one character instead of multiple adult Gokus. The reason why someone like Gohan has more versions is because there's multiple of him as different ages which would warrant multiple slots since they obviously cannot be relegated to transformations.

This is why customization exists. You just add whatever abilities you want that character use instead of creating 2 or 3 extra slots just because he has one or two new moves.
Why the frick do they always forget to add Pirate Robot. he's the coolest enemy of the RR saga with the exception of Tao. They somehow remembered to add the fat pink monster who died from being cold as well as the Black henchman who killed Red but of course they forget Pirate Robot
Add What If characters. SSJ Raditz/Nappa, Golden Cooler, Baby Goku, Vegeta Black, Ginyu Body Goku (End), Zamasu Body Goku, Gokhan, Piccohan, Orange Daimyo, Wheelo Goku, SSJ Yamcha, LSSJ Cell, SSJ Pan, Future Goten, Future Bulla... probably a lot more.
