164 characters at launch. How do you even cut half the roster with that number? Even if we got 12-15 Super characters, it wouldn't be an issue to add them through some DLC which isn't even a big deal. Even if we got like 15 waves of DLC, that's literally every character from all previous games + more which is a good thing.

Triple down on Gokus, Vegetas and Gohans. Basically any character with multiple forms from the last game gets twice as many. Someone pointed it out, but all the Gokus/Vegetas in BT3 aren't even a fourth of the roster. This game is likely to do just that, if not make them a third of all the roster. Never mind Heroes REALLY going in on all the Gokus. Prepare to see almost all those Gokus in this game, not as DLC but in the base game. All the unique characters and fan favorites are going to be DLC.
I have no issue with GT being relegated to DLC. All that matters is that movie characters are in which have already been confirmed.

What is any character aside from Goku doing in GT? It quite literally has the worst characters in the entire franchise Vegeta is relegated to being a villain for the 3rd time in the franchise and being controlled by someone else for the second time. Characters like Trunks and Uub aren't even characters and are written to have almost no growth in terms of potential and personality. He fought in the World Tournament because she wanted money and had no time to consult her while everything to do with Buu was going down. He never left her behind.
