Because it isn't, it's just a place in Unova. You can always access it. The Dreamyard is obligatory to visit in BW for stopping Team Plasma from bullying wild Munna and is also the place where you get an Elemental Monkey for the Gym. (The part showed by OP tho is i think Post-Game Exclusive, but i don't remember.)
