No, it’s the fact that it looks like a first draft design that got managed in Blender. The legs are awkward and bad, the weird gradient on the front legs. The throat is the least of its issues.

You are seeing it incorrectly, that is just the illusion of a centaur, the original forms of Palkia and Dialga are imperfect copies of Arceus, what looks like a breastplate and shoulders is only the stylized neck of the pokemon, in a few words Dialga and Palkia are just a pair of malformed "llamas" (When you compare it with Dialga and Arceus it is more evident)
Something similar to Malamar that emulates the shape of a vampire or mad scientist with its cape and messy hair, but in reality it is just an inverted squid, but when it swims you can see its true physiognomy.
Insane how Giratina's Origin Form's lore is LITERALLY about it being a punishment by Arceus for having the audacity to act up, yet not only do these forms NOT fit that lore, but they are a direct defiance of Arceus and they DIDN'T get punishment for it either.

Considering that none of the default forms of the pokemon are their origin form, they all require an item to be held to transform and the lore around all of their origin forms indicate they took on those forms in defiance/emulation of arceus.

Arceus made the orbs, and the orbs allow them to stay in their Origin formes.
I can't find anything that more clearly suggests the origin formes were made by Arceus, though, so unless there is such a thing and I'm missing it then I guess it's possible Arceus gave them a toy to keep their pokesona OCs even outside their designated realms.

Well, we have direct proof that Arceus created these 3 celestial beings since you can acquire them in HGSS as an egg from Arceus itself.
Now, you may say that their forms you acquire them are the real forms, but there is a Lore reason for this.
Firstly, the names. "Altered and Origin" forms hint at which ones are the true forms.
Secondly, Giratina shows us that it in "our world" it is in the Altered state. Only entering its Origin form when in its dimension. The same could be similar for Palkia and Dialga. They are in their altered form when on earth, but their true (origin) form is revealed when they are in the domain of the creator or true home -- wherever that is.
TPCi also literally had no idea they would be making Origin forms of palkia and dialga at the time of gen4.
Why they have items to revert back to their origin form in our universe makes sense from a "christian" deity perspective. Angels appeared to the apostles and lay people in a human form to not frighten them. Their true form are the "biblically accurate angel" meme we see all the time and it's creepy as frick. Much like the grotesque origin formes.

What I don't understand is why the Origin Formes have a clear 'restriction' in their design, despite being their more powerful forms. Dialga's throat is inhibited by the neck thing, and his special move is Roar of Time. Palkia's thing is Spacial Rend, but his arms are gone.
The only one who doesn't have this design flaw is Giratina. Which makes sense cuz he's the goodest boy
