Oh for frick safe, they NEVER gave Arbok patterns. It only had two patterns in the games and the pattern you saw in Gen 2 and 3 (RSE only) was used in its updated artwork from Pokemon Blue. Then FRLG came out and re-did all the original 151 and Arbok's pattern was reverted back to its original form
Due to the size of the sprite they had to leave off certain details due to worrying about unnecessarily muddying the sprite. Simply spitting out an exact copy would be a mistake and so they made the changes they needed in order to make it look good on the platform they were designing for.

They matched the overall design even if specific details are missing. Regardless of whether you agree with it being a match or not, the argument that they were creating unique patterns for each region is provably false, it was just early on in the franchise's history and they hadn't decided how they wanted to represent this particular pokemon.

Again, there was official gen 1 art that had the gen 3 design (I'd argue it's also the gen 2 design). Either they planned it out years in advance or it simply was different people doing different interpretations of the same design.

Give it an evolution. Even shitmons like Noctowl, Cherrim, Chimecho, and Masquerain, as well as NFEs like Sliggoo, Golbat, Primeape, Dusclops, and Magneton have a higher BST than Arbok. And that's after it got +10 Attack in Gen 7. Before that, it was weaker than Seadra, Vigoroth, and Klang
