The three balloons above the ancient king in panel 2 are not all being said by the king. Only the center balloon, with the quote, is his. The first and last of that set of three are being said by Kabru as framing for the story he's telling, and you shouldn't be leaving the first one empty.

Why does the writing in this anime feel more like Tolkien writing than Amazon rings of power?
That's simply the fault of RoP. RoP wasn't made by an author with a vision to tell a fantastical tale; it was done for the singular purpose of making money by releasing a product in the Tolkien series. Since this was a series made by suits in a boardroom, they were certain that they had to bring in as many special interests as possible to market to a wider audience which means many cooks spoiling the broth. RoP would have never been made or even looked at were it not for the association with Tolkien's works.
Dungeon Meshi on the other hand uses many similar tropes and characteristics built off of the myriad works spawned by Tolkien in an interesting way. There is a single person (plus support staff) with a creative vision so the concepts are more cohesive as well.
