I was never huge into the elder scrolls games, but I did do a lore dive one time, and looked through a lot of the concept art, and whoever does the background writing for elder scrolls is actually incredible. There is this unbelievably vast and multilayered world in there, full of amazing concepts, characters, locations, events. But then if you play literally any of the games it feels like they're not even remotely based on the background lore. It's boring janky trash in the most generic-looking and generic-feeling fantasy game world to ever exist. It's like all this amazing material exists, but everyone involved in actually making all the games only saw Peter Jackson's LotR movie trilogy one time twenty years ago and that's all they know about the fantasy genre.
In Oblivion they were indeed actively trying to make the setting more generic for mass appeal. In Skyrim they dumbed some things down in fear that normalgays would react badly to them.

i felt like morrowind was the last game where the lore actually mattered, i dunno the lore felt more deeply woven into the main story
you could take morrowind's plot elements and connect them to some big lore event that was hugely important for morrowind's history, the lore you read about resulted in these lingering problems that you now have to solve in the actual story
oblivion and skyrim's crisis-of-the-week plots could have been placed anywhere in the setting and it probably would've made no difference

Morrowind felt like the only truly unique game. Arena and Daggerfall have the same out-there lore, but the aesthetic is the most bog standard, derivative 80s fantasy schlock. Oblivion is overly fantastical and tried to ride the LOTR popularity wave. Skyrim feels somewhat like a return to form, but on release it was the same washed out, colorless shit as everything else from 2011, and it seemed to go in the complete opposite direction and dropped almost all fantasy elements save for magic and mythical creatures.
Morrowind, on the other hand, has a very particular sci-fi fantasy vibe. It's pretty reminiscent of Dune while still carrying over a lot of the fantasy tropes from the previous games. Most importantly, it's inspired by actual real world history, politics, and religion and esotericism. In that way, the world feels incredibly unique and deep. You really feel like you live in a diverse world where magic and myth is alive and well; accepted, yet also somewhat mysterious and arcane. It strikes such a good balance and is completely believable. Morrowind has villages built on top of Dwemer ruins, just how Europe has towns built on top of Roman ruins, for instance I will always consider Morrowind to be the best TES game, and with Project Tamriel, I don't think I'll ever need another one.
