    >electroweb now sets up an entry hazzard which gives the enemy a toxic with 26 turns already on it (and works on steel and posion types) and -6 on all stats and unable to switch or use moves besides struggle and blocks healing and turns any ability into insomnia
    is it finally useful?

It's already an amazing move that makes Regieleki absolute cancer in VGC

    >Electroweb sets up an entry hazard that deals damage and paralyzes
    >Damage depends on your opponent's type, like stealth rock
    >eg: Gyarados loses 50% of its HP and becomes paralyzed upon being sent out

Doesn't stop stealth rock from doing it's thing. I don't see the problem.

    Better one would be:
    >Electroweb now sets up an entry hazard that lowers sp. attack by one stage to all non-electric types. Also increases sp. attack of electric pokemon by one.

It's already Regieleki's best move in VGC. It does not need a buff.
