How would you fix this problem though? If enemies have all their ammo, then you'd just have infinite ammo and also infinite money from selling all their shit.
Have them only shoot at you when they have a reasonable chance of hitting you, and make them eventually run out of ammo and either run away, go for a gun from another dead enemy, or rush you with a knife.
More ammo they have the more ammo they drop, so you are encouraged to finish fights quick and not just wait for everyone to run out of ammo

Fallout 4 made it so you got whatever ammo was still in the mag of a dropped gun when you picked it up, which is admittedly a very nice feature. Made getting microfusion cells dead easy since you can just tag along with Danse to the rocket testing facility and get 1000+ cells from the synths there.
