The foreskin has a large share of the nerve endings and keeps the glans from habituating to minor stimulus, so a huge portion of the sensitivity easily accessed in jerking off is lost to the fully-circumcised (as opposed to the partial circumcision of pre-Hellenization israelites).
Speaking from experience, you don't NEED lube, but it makes a world of difference and there's a risk of abrasion of the glans without.
