It’s not even about the color red. All of the past paradoxes including brachio-Raikou have those markings/eyeliner. Most of them are red, but a couple aren’t. OP forgot about Sandy Shocks, and how Flutter Mane’s sclera are red but its eyeliner is black.

Yeah, Game Freak DO have a set of rules they work towards, but all that is for is to provide uniformity with the stuff that gets added. There's also the process it undergoes where it's not just drawing the first thing that comes to mind and slapping it on the plushie toy fabric cutter.
