It isn't weak it's just that the lillipup line are literally the best mons in Unova and patrat feels weak in comparison.

Not many people would prefer using Surf on a Herdier/Stoutland over a Water-type Pokémon, but it's an option (that's more viable than Zigzagoon/Linoone).

TPC did a poll a few years back where they asked a bunch of Japs what their favourite mon was, and even the least popular Pokemon at the time, Simisear, got at least SOME votes. Even the most forgettable shit imaginable will have at least one weirdo that loves them.
