No it doesn't. This game runs a lot worse than RE3. Understandably so, it looks better, but it's far more demanding. I need to run it at 720p for 60fps on a 1060. Not max settings either.

There is no way you are using the 8GBs texture and it is running fine.
It's more likely he's getting frame drops below 60 everywhere but still thinks it's 60fps
