In gen 3 the Hoenn starters all got special moves if you kept them unevolved into the 40s, but the only one it was worth doing for was Mudkip, who got Hydro Pump, while the other two got TM moves
seems like it was just a Gen 3 thing. it's the philosophy of "delay evolution to access moves earlier" that's been present since Gen 1, just taken to its extreme. Gen 3 had some weird quirks like this because they were trying to evolve the franchise and had to find their footing all over again. I feel like the devs just got carried away with their ideas. like, "what if there's a Pokemon that you can only catch by fishing on one specific tile that's randomized per game", or "what if we made the kids translate braille to unlock these legendaries". it was experimental, some of it worked, some of it didn't.
If you want to breed crunch to Manectric, this is how you'd do it on ruby. While on sapphire, you just had to get Seviper who learns crunch much earlier

Actually I just checked and it turns out that was the only way to get Hydro Pump on Swampert until gen 8. I thought they might have changed it in OR/AS

This would literally be a good idea if they just got these moves at actually reasonable levels instead of the 40s or 50s. Like, it can worth it to delay evolution for 5-10 levels, but not the whole fricking game. Chances are you're not even gonna be getting ANY mons into their 50s before the post game.
That's why Parasect is the superior False Swipe/Spore catching mon.
Technician is alright, but Damp is a much better HA when you're trying to keep things from killing themselves.
the best part is its in the fluctuating level up group so it levels up really fast and easy when you get it in petalburg woods, but by the time you get up in levels it needs more experience than legendaries to level up
A reward for keeping a pokemon unevolved that a kid would have no idea the option exists for exclusive pre-evolved moves and would just let their pokemon evolve. I genuinely don’t understand what GF was thinking or if they just wanted kids to gossip to each other that they happened to get a spore shroomish because they did it out of curiosity or if they read it on supercheats or something
It's also certainly supposed to be the sort of thing you learn from a guide. The only instance I could see someone discovering this themselves is if they kept their mon unevolved just cause they like it's design, and then the extra moves are like a happy literal surprise at the end for your effort.
It's a good mechanic in concept, by choosing to use a weaker pokemon for longer, you get access to a powerful move it otherwise wouldn't get. In practice level 54 is well past the end of the game. In a recent emerald playthrough my team was in the low 40s by the time I made it to the e4. If Shroomish got Spore from the mid to late 30s instead, then you would have it by the end of the game should you choose to go for it.
honestly the idea of getting more exclusive moves is cool but the actual experience is complete ass. having to look up some gay shit on the internet and then plan how long to keep it is just not fun. by only playing the game youll never know if you got something special or not.

Holy frick that's some bullshit. Crunch literally isn't even very good on Mightyena.
It is a Dark-type move (and thus comes off the special attack stat) under Gen 3 rules.

Putting all the good Grass STAB Treecko can get so far into it's level up pool sure was a move.
