every Elder Scrolls game since Daggerfall has removed features that makes the game an rpg in favor of action combat, yet the action combat that they provided is subpar to other action games. So you get an "rpg" that has barely any roleplaying elements and an action combat system that is barely serviceable.
After seeing Starfield quests and comparing it to similar rpgs released in the last few years, I just don't see Bethesda excelling at anything, and their niche (open world game that you can endlessly mod) is quickly being replicated in better titles. Even titles like Cyberpunk have a modding scene with very little official support.
There's two possible paths.
1. TES VI is just more of the same. We will get a game that is mechanically identical to Skyrim except with the slight graphical and animation improvements of Fallout 4 and Starfield. It will use a perk system that is mostly the same as Starfield's.
2. TES VI is innovative. Bethesda learns from the lackluster success of Fallout 76 and Starfield, and fears losing the hype around their big name IP. The game features a leap in combat mechanics that put it on par with other popular action games. The character creation system is refined to capture more of the old character specialization that could be achieved pre-Skyrim.
The most likely thing is something in the middle. With TES, each game has had some kind of major graphical improvement. I don't see them really pulling that off this time, and I think they know that too, so it will have to sell based on the gameplay. I think they will frick up most of it, personally, but there might be a core element that is a genuinely innovative improvement.

Because FO4 and Starfield sucked and Bethesda has only got lamer and faker as a company. They clearly have no idea what made FO3 and Skyrim good, let alone what they could have improved on. So chances are all the areas that Skyrim should have been improved, will just be ignored, and all the areas that were already good, will be made worse.
Because Bethesda as a whole is nothing but a fraud. All their past successes can be attributed to a smaller team structure of a few small talented individuals that have left a long time ago. They've been riding the coattails of those older games. But they are now at a size that they simply aren't used to, while nepotism runs rampant because friend 1 doesn't want to get into friend 2's way. Growing complacent and losing their touch is another issue. Todd used to be revered, now he's just a meme.
All in all there's no one over there capable of making a decent game anymore. Them being stuck in the past with tech and game design only exacerbates this issue. They are the same as nu-Bioware. Elder Scrolls 6 will be their Mass Effect 3 moment.
It's like bands, their best work comes earlier when they are hungry and trying to prove themselves. Bethesda literally don't need to try and this game will make 100 million dollars on the name alone.
2029 or 2030 is the projected release date. Over 18 years after Skyrim. Bethesda also has show zero interest in using any new engine and has already begun development so it means another game on creation engine. That alone should be alarming.
