It really depends on the game though.
In most games it doesn't really matter but in some games it creates a design issue.
If a game is designed to have several moments where players will get stuck you risk them lowering the difficulty and pushing through against the game's design.
Not everyone will be into that type of game, but if the dev is aiming to design an experience heavily reliant on difficulty then it becomes an issue.

Generally the way i approach difficulty is first learning the basics and then taking the eventual mastery forward to higher difficulties. It's a pretty solid move for something like Team Ninja games or any of Capcom's DMC games, etc. What i usually can't stand is difficulty for the sake of difficulty or making each and every encounter a hair tearing experience of bullshit you have to wade through. This is exceedingly normal in most Souls games, where NG rounds simply turn into a numbers game and you barely ever have to put in any thought to progression beyond the tedium of increasing enemy HP pool and damage.
Maybe make the normal difficulty non-bullshit so people who don't waste their entire lives playing vidya can actually beat them then.
