I still find it funny one of the reasons people criticize it so much is that the protagonist has just "4 dialogue options" even though new RPGs like Cyberpunk 2077 and Baldur's gate 3 barely gives the player dialogue options.
I believe it's mocked because all 4 choices are variations of yes, like

Cyberpunk 2077 modeled itself after Witcher 3 which gave only 2 dialogue options because Geralt wouldn't suddenly become bipolar and start saying weird shit. Baldur's Gate 3 clearly has more dialogue options than F4 tho

Fallout series peaked at it's infancy, everything that followed was nothing more than mediocre in comparison.
And even then it was mediocre compared to its contemporaries. Fallout was never truly good

fallout was really shit for its time. everything was pixelated as frick and you couldn't tell two characters apart.
at the same time you already had both graphically impressive (for its time) 3D and 2D games and great rpgs like the ultima series, wizardry series, baldur's gate, etc

It was a shitty RPG and the "dialogue options" were atrocious, BUT the gameplay was solid and fun and the basebuilding can get really autistic
It would've been pure kino if the Minutemen were the Enclave, and the Sole Survivor being from pre-war, especially a veteran would help build them up. PURE LUDO KINO
To add on to this. It would've made the entry of the BoS into the Commonwealth way better. This would be later in the game, when you have built up the Enclave and several settlements, and BoS begin invading these locations.
Sure if you like jumping in puddles
unleveled wasteland, survival mode, deadly wildlife+predators mod, and a bunch of modded guns=incredibly bullshit but fun experience
