I'm over level 50 but I'm still doing main quests
but it's mostly public events and dailes

it's a bizarre trend, npcs with dialogue/quests are thrown on top of areas that you can tell were once barren and meant to be deserted

Yeah no. It's a generic live service game made to encourage NPCs to part with their money. The only way the game will ever be good is if they release an offline mode that modders can fix.
As bad as it is, 76 doesn't have Preston, so the low bar of being better than Fallout 4, by default, is met,
Just another live-service game to waste away the prime of your life in. Constantly being encouraged to spend more money than you would have if you just bought a game for full price anyway.
