It was the original Capital of Canada before being moved for being close to the border, it has a massive military academy down a hill from a massive star fort, it has a proper metropolitan city center, but also has this weird... Kingston-ness too it where you'll get two blocks of urban sprawl then uncleared brush for 4 blocks of marsh land like it's a fricking city builder game. It's outside of the blast zone of every major nuke worthy are around it, Ottawa and Trenton would both be gone but Kingston is far enough away it'd still standing but still has reserve government facilities, so I could see it being Vault Tec's base in occupied Canada, thus enclave and vault presence. The old fort and the massive military academy mean that there would be a good base for a major city inside a Colonial Era fotress, like The Castle but the size of Diamond City and overlooking the lake. Then there's also a stadium that'd work as a second settlement on the other side of the city. Add in the hyper expansion of urbanization that comes with the setting and you'd have a contrast of Colonial era, modern military, and urban sprawl like Boston should've had, but without half the map being underwater. It'd also let you shoot Quebecois which is an instant 10/10 in anygame

To find out the impact of these huge mods check the steam numbers fir the month prior to release and the month after.

The only mod that had an actual impact was Sim Settlements since it has an active dev team. The numbers are in the hundreds so it wasn't some tidal wave returning to the game.
Fallout really isn't about America the nation, it just happens to take place in America the location.
The "Americana" aspect was only really played up by Bethesda.
People only cared because it's "dude fallout outside USA". Fallout Miami looks more interesting from what I've seen anyway.

Modders do make money now - not even talking about job prospects from their devwork here, but also outright you get points on Nexus for every download your mod gets which can be converted to actual payouts in real money. Also Patreon. There's financial incentives to not upset people.

Wrong, they always planned around the inevitability that the queen would die. She was ancient as shit, after all, and the joke was that she even survived the apocalypse. Now that she's dead, the joke about her living forever doesn't make sense and is pretty poor taste.

I've been playing Horizon mod for F4 and I really enjoy it. I guess it sort of addresses the redundancies of the base game and makes you engage much more.

I think after Fallout Frontier a lot of people might simply be wary of getting excited for a mod. Shit like Nehrim or Enderal were better than the base game, but those are exceptions to the rule, both made by the same developers.
If it's good, great, but personally I won't give a single frick about it before it releases.
