The Brotherhood of Steel wouldn't be able to completely destroy the Legion. In an all out war the Legion probably loses but that Legion mainly conquers through subversion , sabotage, and guerilla warfare. The Brotherhood would essentially just begin some kind Afghanistan scenario where no matter how technological superiority and overwhelming military force the brotherhood has the Legion is just gonna frick off to the wilderness and be fine. The Brotherhood would completely fail in rooting out the Legion's structure from the Southwest , it will just survive and still continue to radicalize people

I said the Legion would win in a war depending on their strategy. If the Legion fought with the same strategy as the Brotherhood relying on overwhelming firepower then they would lose. They don't have more firepower than the Brotherhood of Steel
That is not how the Legion operates, however. The Legion typically engages an enemy through subversion , sabotage, and guerilla warfare then strike once their enemy is weakened. They also typically gather their recruits from tribals used to living off the land , meaning rooting them out is going to be even harder. A long term conflict with the Legion would just lead to an indefinite stalement at best for the Brotherhood or at worst their destruction of the Legion can find a way to infiltrate or subvert their structure.
In the Legion ending the Brotherhood try to retake Helios One and get BTFOd and completely wiped out at Hidden Valley
My dream as a complete Legion fanboy is that the Legion has evolved into some kind of updated Roman larping. So instead of just Romans they're some kind of sci fi Byzantines now and have advanced their technological capabilities. That way we can justify their original "Romans meet Mad Max" aesthetic from the fan art and they can ride around in cars hunting for slaves from nomads, tribals, and ruined factions.
The Legion was always meant to evolve into something else being just the "antithesis" in the equation. Seeing the eventual results of the combination of Legion cultural values mixing with old worlders like the NCR and different more advanced factions would be interesting. I'd mostly assume that the structure of the Legion would remain and they've amalgamated or destroyed all tribals in the Southwest
