It needs to keep the actual "street fighting", semi gritty 80s action movie tone the series had. Frick that y2k Mark of the Wolves shit, even if the Real Bout games play better, Fatal Fury 3 was peak of the series tone wise and should be the primary basis of reference for any reboot.
Here is how you revive it:
Open city fighter rpg.
You keep the vs modes, make it a 3d fighter, but have a 1 player adventure mode like whatever the frick sf5 is doing or final fight streetwise or Yakuza.
Reboot retelling of FF1 where you are Terry looking to get into the king of fighters tournament so you can get revenge on geese for killing ur bad.
Wander around South Town, fight street toughs, get into elimination matches with other competitors, every mini game helps train you, like arm wrestling games or working part time washing dishes at Paupau Cafe while Richard Meyer helps train you. Quest lines with Andy and Joe, work in some characters from later games and cameo fights against the former mercenary Ralf in a bar. Training under Tung Fu Rue. Tracking down hidden mystery clues in the city left by G-Mantle, playing MVS machines in an arcade. Just all the shit you didn't see between matches and expanding on character interactions.
This, Fatal Fury was basically a beat em up/fighting game mix in its first game.
Give random mooks just like two or three moves, then have the bosses be actual characters and the game turns into an actual fighting match. Eventually you can replay the stages with the characters you've beaten giving it replay value.
Naturally you would have the typical 1v1 matches besides the Beat em up mode. >Final stage is you climbing Geese's tower
with how good the new TMNT turned out to be, I could totally get behind that idea.
Take RBFF2 as the basis for the design and gameplay and go from there.

Not true. If anything it would be an improvement because you would not only have a decent plot for once but you also have a near perfect roster with no baggage and gay shit. I'll accept ring outs and other gimmicky shit but lane switching never a good idea.

Ring outs isnt a gimmick, its a defing feature for VF and Smash.
Feints are cool in Garou, i don't know how they're actually used in Real Bout. KoF 95 has some cool feints with charging and sidestep.
Lane switching is alright, it should be a gimick like in FF2 and Special, something to do after some combos and to run out the clock. Too much free movement gets in the way of fighting, consider how Guilty Gear has to put all these rules and limits on defensive play.
I just want a simple combo system, without all of the meter sub-systems and contrivences for damaging combos. Real Bout chains would work.

We don't need to see Terry beating Geese for the 1000th time. I want to see a new story and actual development for Terry's character and power.
Terry's story is over, he's just playing big brother to Rock and maybe fricking Mary on the side.
