Looking over the credits, it seems to be the opposite problem. They're all western industry vets doing the casting and audio.

I feel like, my taste in voices/execution (whatever you want to call it) is more dialed down than most people, because every time I find a voice extra obnoxious, it seems those are the ones where people are gushing about how great of a job they did. I just find the theatrics annoying. It's supposed to be realistic, not dramatic.
Being a voice nerd myself I find most people are simply deaf. Sadly this often includes the director.

Agreed, I don't like the voice direction on V and many of the other characters in this game. Some are decent, but too many have the issue you're trying to describe, which is pretty hard to put into words but very easy to recognize when you hear it. Their tone and manner of speech is always kind of flippant and phony, wrong for the character and the setting. V only rarely sounds like a believable human
Its voice direction thats the issue. In AA/AAA modern games its pretty rare that there's VAs involved that can't do a good voice. The trouble is the VAs are tasked to record this shit with no context before the game's scenes have even been made yet with only the VA director's word to go on how to make it sound. As long as game dev timelines continue to be that way most of the time voice acting is going to sound off in tone.
In addition to the direction I think the writing of a lot of the dialog isn't very good. Certain interactions have interesting dynamics and the story isn't bad. I mean individual lines of dialog are often not good, I think there's too big a focus on levity, sarcasm, quips, whatever. Even with good direction a lot of this would just fall flat, I think.
A lot of it is Whedonistic, thankfully not fullthroated like Flopspoken but the hallmarks of it are everywhere in the 2077. Its modern writing. The writers are afraid of sounding "lame" or losing the players attention for even a second so every other line has to be some whedonism.

I know exactly what you mean, there's often times in the game where I hear a delivery that just sounds like it wasn't supposed to be delivered that way and it's not just for V either. Also there's a detail that I'm not even sure was intentional where whenever female V is talking normal she'll have her "cool guy" voice but during talks in emotional moments or romances her voice will be a lot softer giving off the impression that her normal speaking voice is a front, but if Im being honest I might be giving CDPR too much credit since I noticed that only happens with River and not Judy

I noticed that seems to be a general problem with most English videogame voice acting, at least for AAA. Dead Space remake has the same problem with excessive acting, but the Polish dub is fine. Rewind to 2008, and Mirror's Edge is the exact same deal.

If you talk about major/semi major characters and rate their performance on the whole and not just count an exceptional scene or whatever I think Rogue's VA was one of the best in the game. Spike Chunsoft's localization team went out of their way to rewrite the dialogue to better fit the altered personalities of Japanese versions of V. Their delivery and attitude is much better. Male V is more professional and sharp sounding. More serious and his responses are often shorter and without quips. Professional and stoic. Female V sounds much cuter, purer and even slightly naïve sounding. She really sounds like a canon 23 years old.
They're both much more appealing characters overall. Also Japanese Johnny Silverhand is trillion times better than Keanu Reeves.
Playing in Japanese also makes much more sense for a corpo path. Unfortunately the biggest issue then becomes the fact that you can't make female V appropriately cute to fit with her Japanese voice. Not even with mods. This isn't an issue for male V at least.

She casually talks in this depressed voice and then for one line she goes with full energy voice as if she's a cheerleader or something that breaks the character.
