I'd imagine it's a situation where x < 3 < y, where x is the lowest they expected it to do, and y is the highest. It didn't go as high as they would have liked, but it also didn't underperform. I also remembering hearing that it at least broke even, so x is probably also the budget

I think most people don't realize that games go on sale often in the months after they're released. Sega is notorious for dropping prices by 50% anywhere from 1 to 3 months after release and it's for Switch, Xbox, and PS5 games. Anything physical.
