The Meteia thing is an omen, but Clive is never shown collapsing nor do we see why Jill is smiling at the end. You could interpret this as Clive coming home.

Yeah the villains seem kind of weak overall. Annabelle seems like she's built up to be the big bad, at least for that part of the story, but gets swept away for Ultima immediately.
