The Bureau of the Architect was the place in charge of major concepts, it's only natural that it helped facilitate Zodiark's summoning. But more to your point, recreated Amaurot is obviously not recreated from a specific exact moment in time, but rather is a conglomeration spanning quite a lot of time. You can tell this by how some NPCs talk about how suddenly some far off city has just been hit by an unknown cataclysm, while others talk about how the rest of the world is in ruins and Amaurot is on the eve of it's destruction.
That lineup was not meant to show people getting in a queue to be sacrificed.
It was merely there to represent a diminishing number of Amaurotines in line with Hythlodaeus' explanation of the Final Days by showing a chunk of them fading in time with Hythlodaeus' mention of the people sacrificed to forestall and avert the Final Days.
