Final Fantasy villains can be one note but the memorable ones have something that makes them stand out. Sephiroth found out half the truth of him being Hojo's son and experimented on in the womb and he broke over it and the tragic part was he didn't get the whole story to begin with. They are characters put in situations that shape them to become the villain.
Like Emet says in Shadowbringers: "Now do you see why we yearn for the great rejoining? for our friends, our loved ones, for all of creation to be made whole again. Would you wish for the same?" and even though ultimately you have to stop the BBEG you can understand what lead to them becoming the villain most of the time.
Ultima could have been that. The Fallens "transgression against god" could have been creating life, the first artificial dominants and the ultima weapon was one of them and their own hubris led to their downfall.
Instead he's just basically an AYY that gets his shit kicked in because he's ultimately just a short sighted hypocrite. At least Metion had the excuse of being a empath overwhelmed by a galaxy of suffering, war and death overriding her core identity. Ultima is just a guy from any generic 3rd party jrpg you would see on the SNES or PS1 in the 90's and forget about until you see some niche youtuber make a video about it 30 years later.

Locke's backstory is that he was a friendless loser who went treasure hunting with the only person who didn't look down on him, which got her hurt and led to him leaving town.
You never noticed Lockes backstory involves a partner who is identical to kefka but with brown hair and no clown make up who gets captured by the empire and shortly thereafter Kefka Polattzo shows up as a new general out of nowhere and Kefka himself treats Locke differently and mentions magitek experiments broke his mind?

Emet works because you feel bad for him because thats a rarity. Did you feel bad for gigapope or zenos? frick no. But Emet was friends with your past life. He's there wanting to see Azem. To prove himself right or wrong without having to debate or wonder if he's doing the right thing anymore. Thats what makes Emet work. He isn't a rando. He's connected to the protagonist

Kind of, actually. His initial struggle was justified, him and his whole country had been suffering for a crime the perpetrators of which had long since died. The first issue is how far he was willing to go to stop it, and how once he got the power it affected him (the fact he suddenly starts talking about conquering the world even though he had shown on inclinations towards doing it before that point makes me think the primalification messed with his sanity, like Thordan the primal, not the person, was geared towards conquest for some reason).
It's still not as big of a reason as Emet had and we're not sold on his sympathetic side nearly as hard, but it is a good reason and a good start of his downfall into villainy. I'd remind you that Thordan, despite everything, welcomed WoL and Alphinaud by straight up declaring "Yes, I'm working with the ascians. I'm not going to hide that from you, I just want you to understand that I still don't trust them but I'd rather risk my integrity than let my people suffer." In that sense he's not even different from the Scions themselves in ShB, the problem is that he kept falling further.

I somewhat disagree. Ideally a villain will both be someone you hate but also someone who has more than just "I'm evil lol" going for them. It doesn't have to even be a nuanced motive, a backstory can be enough, like in Kefka's case where he's the lingering aftermath of the Empire's hubris, or Kuja is another similar example of a great villain who is a victim of circumstance.
XIVgay here and i felt like XVI completely falls apart after it peaks with Bahamut. They killed off all the interesting characters. The end of the world stuff is boring compared to the game of thrones politishit. Gameplay has no depth or variety, theres no enough unique monster types to make 60 hours not drag, they start recycling shit with the 'akashic' gimmick and barnabas is the worst final fantasy villain maybe ever and jill gets less screen time and development than the fricking dog.
Great first half, mid second half. It just made me want to NG+ Shadowbringers and revisit Norvrandt instead.

And that's it. Completely inconsequential because it happens in another universe and has zero repercussions in the last three expansions and the next one funny enough. You can take out this character from xiv and nothing changes.
the reason why shb is great is precisely because it's self contained and doesn't have any other bullshit weighing it down. I hadn't been invested in the msq for a decade until shb came along and told an actually good story

They started working on XVI after Heavensward. They probably got the idea for Emet and the Ancients from working on Ultima and the Fallen. So stuff from Shadowbringers came after the stuff in XVI.
