A protagonist needs to actually be a character. Noctis isn't that to begin with, he's a self-insert. Clive is boring but at the bare minimum he actually is a character

The VA for XVI as well as the cutscene direction is the best in the series. Playing the Rebirth demo makes it even more apparent

The direction that FF16 took with its voice acting is what future FF’s should strive to be, at least for all medieval-like or fantasy settings. Going back to campy generic JRPG dialogue is retrogressive.
I find American VA's grating these days. It doesn't help that a number of them are vocal about hating gamers
The voice acting and direction for 16 was phenomenal, it's probably the first time I played through the entire game in English despite the JP option being available.
It would depend on the setting. For FFXVI's setting the British studio was very obviously the right choice.
What I fear most for the rumored FF IX remake is getting California VA's for that. Steiner won't be right without some NORF accent.

Yes. He’s smaller so you’ll have to be precise with your stomps, but you can do it on the humanoid bosses.
